Observers at AUQA Board Meetings
2. Purpose
At meeting 2/2001, the AUQA Board discussed the role of observers
at the Board noting that the AUQA Constitution permits the
attendance of observers under section 14.1 (b). The Board
received and endorsed
a request that a named representative of the National Tertiary
Education Union (NTEU) be granted standing observer status
at the Board. In the context of this decision, the Board
agreed
that protocols needed to be developed for observers at Board
meetings.
2. Policy
- The AUQA Constitution permits
the attendance of observers at Board meetings (section 14.1(b)).
- The
AUQA Board may approve the attendance of named people as standing
observers.
- The Chair of the Board
may approve the attendance of casual observers provided that
the request to attend
is received
at least one day prior to the
meeting.
All such requests must be made directly to the Chair.
- Observers are not permitted
to speak at Board meetings unless invited to do so by the Chair.
- From time to time, the Board
may have “in camera” discussions
(AUQA Constitutions, section 14.1 (b)) on confidential matters such
as discussions on a specific institution or any commercial-in-confidence
issues. Observers are
not permitted to be present for discussions ruled confidential by
the Chair.
- Standing observers are provided
with agendas, minutes and related documentation with the exception
of any confidential
material.
- Casual observers are not
be provided with meeting documentation but may access agenda
headings from the AUQA website.
